The steps to renew an expired passport depend on the date of issuance, the condition of the passport and how old you were when it was issued. If you were age 15 or younger when the expired passport was issued, it cannot be renewed by mail. If you were age 16 or older when the expired passport was issued but the date of issuance is more than 15 years ago, it cannot be renewed by mail. If the expired passport has been significantly damaged, it cannot be renewed by mail. In all the cases cited above, the applicant must appear at an application acceptance facility and apply for a new passport by submitting Form DS-11 and all supporting documents. If you were age 16 or older when you were issued the passport, it is not significantly damaged and it expired less than 5 years ago; you can apply for a passport renewal by mail.
